British and Scottish government Authorities Clash Over Who Should Pay the £24.5m Bill for Trump and JD Vance Trips

The British administration is being urged to "step up" and cover the £24.5 million cost incurred during recent trips by Donald Trump and Vice-President Vance to the Scottish nation, according to a senior Holyrood official.

Substantial Provisional Costs Disclosed

Preliminary expenses totalling nearly £24.5 million for the two official trips have been made public by the Scottish government.

Ivan McKee described the UK government's unwillingness to provide funding as "ridiculous," arguing that both visits were obviously official, noting that the American leader held discussions with European Union chief Ursula von der Leyen and British PM Keir Starmer during his summer stay in Scotland.

Particulars of the Trips and Related Security Expenses

The former president visited his golfing resorts at Turnberry and Menie over a week-long trip in the summer, while American VP Vance spent approximately four days in the Ayrshire region in late summer.

In a written communication to the Treasury’s chief secretary Chief Secretary Murray, Finance Secretary Shona Robison stated that the visits placed "significant strains and costs on Scottish public services, particularly the Scottish police force."

The Edinburgh administration estimates that the estimated expense for policing the president's trip by itself was £21m, which involved maximum daily assignments of more than 4,000 officers, while costs for the VP's visit were approximately £3 million.

Complex Security Mission

This extensive policing operation was the largest in Scotland since the death of Queen Elizabeth II in 2022, and involved local officers, national divisions, special constables and wider UK colleagues for specialist support.

The Finance Secretary wrote: "After your choice not to offer financial support to the Scottish government for expenses accrued in relation to the visit of President Donald Trump to the nation in summer 2025 and the subsequent visit of VP JD Vance, I am contacting you to request that you reconsider this stance and offer full reimbursement for the expense of the trips."

Westminster Response and Past Precedent

The British administration stated that the visits were personal and "not part of official government duties." A spokesperson commented: "The Scottish government are responsible for policing costs in the country as per established devolved funding arrangements."

While Robison referenced previous precedent where the UK government covered the cost of Trump’s 2018 visit to the nation, it is believed that trip came after a formal UK government invitation, in which case it included security costs under its statement of funding policy.

"Westminster must take action and pay. I think it’s ridiculous, it was obviously a official trip … Especially when you have the prime minister Sir Keir meeting with Donald Trump, holding joint briefings with them, engaging in global diplomacy with him, its really hard to believe to say this was merely a personal vacation."
